ECRI’s Statute provides that it should consist of members “with a high moral authority and recognised expertise in dealing with racism, racial discrimination, xenophobia, antisemitism and intolerance”. Each Member State of the Council of Europe has the right to appoint one ECRI member and has the legal duty to appoint an independent and impartial member.

TOIVANEN Reetta (Finland)

Reetta Toivanen is a full professor in Sustainability Science (indigenous sustainability) at the Helsinki Institute for Sustainability Science (HELSUS) and a docent in social and cultural anthropology at the University of Helsinki and the University of Eastern Finland.
She is the vice-director of the Centre of Excellence in Law, Identity, and the European Narratives (EuroStrorie), funded by the Academy of Finland (2018-2025). She is also a non-resident senior research fellow at the European Centre for Minority Issues (ECMI) in Flensburg (Germany).
2008-2019, she was a Board member, and 2014-2019, the President of the Finnish League for Human Rights. From 2009-2012 she was the national expert for Finland in the European Commission's network of socio-economic experts in the anti-discrimination field. In addition, she has participated as an expert and senior researcher in several projects of the European Union Agency for Fundamental Rights. She took part in the EU 7th Framework research project ELDIA (European Language Diversity for All), which ran from 2010-2013, as a sociology expert and co-authored the report of the project.
She completed her master's and Licentiate studies in Helsinki in 1994 and 1995 and was awarded a doctoral degree at the Humboldt University of Berlin in 2000. She was a post-doctoral fellow at the Minda de Gunzburg Center for European Studies at Harvard University (Cambridge, USA) in 2000-2001. She worked as a senior researcher at the Institute for Human Rights at Åbo Akademi (Turku, Finland). In 2003-2007, she led a large research project on human rights education and minorities at the Humboldt University of Berlin. In 2007-2009, she was a senior researcher in Challenging Power: Equality, Diversity and the Integration of Ethnic and National Minorities in Finland. Since 2006 has worked as a senior researcher at the Centre of Excellence in Global Governance Research at the University of Helsinki. 2010-2016 she was an Academy of Finland Research Fellow at the Erik Castren Institute of International Law and Human Rights and 2016-2017 University Lecturer in Social and Cultural Anthropology at the University of Helsinki. 2018-2020 she was the PI of the research consortium ALL-YOUTH wants to rule their world funded by the Strategic Research Council at the Academy of Finland.
Dr. Toivanen's major research areas and expertise are field research, ethnographic methods, anthropology of law, human rights, ethnic and national minorities, anti-discrimination in Europe, Arctic research, human rights teaching, multilingualism, and language policy and critical feminist theory.

From 1988 until 2009 he was the Chairman of the Federation of State and Municipal Employees in Iceland and sat on the Executive Board of Nordic, European and global trade unions (NFS, ETUC, EPSU and PSI).
Mr Jónasson has been much involved in international work for the labour movement but also in other capacities, such as in recent years for the Council of Europe where he is at present Honorary associate of the Parliamentary Assembly.
He was a Member of Parliament in Iceland from 1995 to 2016 and held a number of ministerial posts, including that of Minister of Interior. Towards the end of his parliamentary career he chaired the Constitutional and Supervisory Committee of the Icelandic Parliament.
Currently he is a writer and commentator.

Elena Mihajlova Stratilati is a Professor at the Department of International Pulic Law at the Faculty of Law "Iustinianus Primus", University “Ss Cyril and Methodius”, Skopje.
Miss Mihajlova Stratilati graduated at the Faculty of Law, University “Ss Cyril and Methodius”, Skopje. She obtained her Masters’ Degree in International Law in 2009 (master thesis on Hate Speech and Cultural Differences) and a Doctoral Degree in Law (International Law studies) in 2012 (doctoral thesis on Hate Crimes and Cultural Identity), both at the Faculty of Law “Iustinianus Primus” in Skopje.
She teaches several courses at the primary, postgraduate and doctoral level: International Public Law, International Human Rights Law, International Humanitarian Law, Transitional Justice, etc. She also teaches at the Legal Clinic on Refugee Law, which started in 2018 as a joint project of the Faculty of Law and the UNHCR Office in Skopje.
Miss Mihajlova Stratilati has been participating as a national expert in several international projects and OSCE activities in the field of combating racism, xenophobia and intolerance, with a particular emphasis on hate speech and hate crimes and is a co-author of the OSCE publication on freedom of expression and hate speech intended for Judges, Public Prosecutors and Journalists.
She has published a series of articles and monographs that, besides the classic themes of international public law, cover her particular areas of interest: human rights, hate speech and hate crimes, transitional justice and democracy.

Also, I am actively involved in ongoing work to improve gender equality in Georgia. I have been devoted to addressing the issue of gender inequality and worked cohesively with government bodies such as: the Parliament of Georgia, the Ministry of Defence, the Ministry of Justice, the Ministry of Education and Social Science, the Ministry of Internal Affairs and other local and central governments to solve existing challenges relating to gender equality issues in Georgia. Also, I have undertaken research for the “Study of youth's attitude toward gender equality issues”. Moreover, I am an author and a manager of various projects on the following issues: advocacy and lobbying of women’s needs and priorities, work on violence against women, awareness raising, women’s political participation and women’s peace and security. From 2014 to date I am an initiator and a team member of the Women's Political Participation Task Force Groups and a member of the UN Women National Civil Society Advisory Group. As a gender advisor, I closely cooperate with various international and local organisations, such as: Global Fund for Women, Women’s Fund in Georgia, UN Women in Georgia, UNDP. I have significant experience in co-operating with international organisations, such as: the U.S. Department of State (DOS), USAID, UN WOMEN, EU, KTK, GFW and OXFAM. I have been a member of several international networks and frequently taken part in different international conferences as a representative of the Women’s Information Center. I have submitted a report on behalf of the Georgian Women’s non-governmental organisations at the CEDAW (2014). Currently, I am working on a Guidebook for the Community Mobilization for Empowerment in Ukraine. Additionally, as an expert on gender issues I have been involved in a range of workshops, trainings, meetings and exchanges about gender mainstreaming with the representatives of governmental bodies from other countries including Azerbaijan, Ukraine, Moldova. I headed three parallel events during the 60th session of the CSW (Commission on the Status of Women) that took place at the United Nations Headquarters in New York.

SYSE Aslak (Norway)

Aslak Syse is a Professor at the Department of Public and International Law at the University of Oslo.
A. Syse holds a Bachelor of Arts Degree in Music, Sociology and Criminology (1971), a Master’s Degree in Medicine (1972), a Master’s Degree in Law (1988) and a Doctoral Degree in Law (1996) – all from the University of Oslo. During the first 18 years of his career, A. Syse practised medicine, including seven years as Regional Medical Director for mentally disabled persons in Finnmark (the northernmost county in Norway), and two years as District Medical Officer in the Mtoko District, Zimbabwe. A. Syse joined the Department of Public and International Law at the University of Oslo in 1989 and was appointed Professor of Legal Sciences in 1997. He was elected Director of the Department for a four-year period from 2010 to 2013.
A. Syse has long been interested in international human rights and anti-discrimination law. His doctoral thesis concerns the legal situation of persons with general learning disabilities. He headed the Norwegian Law Commission producing the White Paper for the Discrimination and Accessibility Act from 2006, concerning the rights of persons with disabilities.
He was Head of the Norwegian Equality and Anti-Discrimination Tribunal from 2006 to 2009. The Tribunal enforces the various Norwegian equality and anti-discrimination acts, the most important being: the Gender Equality Act; the Act on Prohibition of Discrimination on the basis of ethnicity, national origin, ancestry, skin colour, language, religious and ethical orientation (the Discrimination Act); the Act on Prohibition of Discrimination on the basis of disability (Discrimination and Accessibility Act); and the anti-discrimination regulations in the Labour Environment Act.
Throughout his academic career, A. Syse has focused on law and the welfare state, drawing, among other things, from his experience as a clinical physician. He has published a series of articles and monographs on various topics, which include: the legal status of persons with disabilities; the concept of individual rights in the welfare state; and the normative aspects of applying coercion within the field of psychiatry. A. Syse has just revised his two monographs in the fields of, respectively, patients’ rights and patient injury compensation, and is currently revising his text book on mental health legislation, besides editing text books concerning welfare law, together with Professor A. Kjönstad.

Michael Whine is a Consultant on Defence and Security to the European Jewish Congress, and represents it at the Organisation for Security and Cooperation in Europe (OSCE). He is the former Government and International Affairs Director at the Community Security Trust.
In 2002 he was appointed a member of the Hate Crime Independent Advisors Group at the Ministry of Justice of the United Kingdom.
Between 2010 and 2012, he acted as Lay Advisor to the Counter Terrorism Division of the Crown Prosecution Service (CPS), and in 2013, he was appointed to the Hate Crime Scrutiny and Involvement Panel of the London CPS, which assesses and evaluates hate crime prosecution cases.
Since 2008, he has on occasions, also represented the Government of the United Kingdom at OSCE conferences and National Point of Contact on Hate Crime meetings.
He has been professionally employed as a researcher on extremism, antisemitism and terrorism for over twenty five years.
He was appointed MBE in the 2012 New Year Honours.
