Nataliya Tkachuk, Secretary of the NCSCC and Head of the Information Security and Cybersecurity Service of the NSDC of Ukraine, alongside Ukrainian representatives of key cybersecurity entities, met with Alexander SEGER, Head of the Cybercrime Division of the Council of Europe at the Cybercrime Programme Office (C-PROC) headquarters in Bucharest. Representatives of the Romanian National Cyber Security Directorate and members of CyberUkraine and CyberEast+ project teams were also present.
CyberEast+ (2024-2027), a joint project of the Council of Europe and of the European Union, and CyberUkraine (2024-2026), a Council of Europe project, assist Ukrainian authorities on matters of cybercrime policies and legislation, in line with the Convention on Cybercrime (Budapest Convention) and the Second Additional Protocol on enhanced co-operation and disclosure of electronic evidence. Ukraine has been a Party of the Budapest Convention since March 2006 and has signed the Second Additional Protocol in 2022.
Officials from the Office of the National Security and Defence Council of Ukraine, the Security Service of Ukraine, the Ministry of Defence of Ukraine, the Ministry of Internal Affairs of Ukraine, the State Service for Special Communications and Information Protection, the Ministry of Foreign Affairs of Ukraine and the National Bank of Ukraine exchanged views regarding capacity building initiatives on cybercrime and electronic evidence, including the collection of e-evidence of war crimes.
The meeting was held in the context of the 10th anniversary of the Cybercrime Programme Office of the Council of Europe. The operating model of the C-PROC office was discussed, alongside international legislative standards on which its activity is based, with a focus on its impact during the first 10 years (2014-2024).
The C-PROC office is committed to further supporting Ukrainian authorities in strengthening their criminal justice capacities, according to the Budapest Convention and to the Second Additional Protocol.
