The Department of Justice (DOJ) and the Philippine National Police (PNP) organised the Electronic Evidence First Responder's Training course from 23 to 26 September, in Pangasinan, Philippines for 30 police officers, 16 prosecutors, and 4 investigative agents of the National Bureau of Investigation.
The course initially designed in the GLACY+ Trainer Workshop in November 2023 in Cebu, Philippines, by the team of instructors from Fiji, Kiribati, Maldives, Philippines, Sri Lanka, Tonga, and Vanuatu, has served as the reference version for subsequent national implementations.
The training modules were further developed by the Philippines (DOJ, PNP), Maldives (Police), and Sri Lanka (Financial Intelligence Unit) before its delivery in the Philippines. The delivered modules included cybercrime legislation, emerging threats, response to certain crimes (sextortion), stopping transactions of criminal proceeds at the first responder's level, identifying digital evidence, collection of evidence, maintaining data integrity, rule on Philippines’ cybercrime warrants, interviewing skills, and effective public engagement. The audience's response to the training was positive and the self-designed content were relevant to participants' daily assignments and duties.
With this activity, the trainers in the Philippines completed all five stages of the instructional development cycle (analysis, design, development, implementation, and evaluation) recommended by the INTERPOL Instructor Development Course (IDC). This rigorous process ensures the quality and effectiveness of the training programme and its delivery.
