Mutheu Nyagah Khimulu is Kenya’s first formally trained cybersecurity lawyer and pioneer on both the regional and global stages. Mutheu is one of Africa’s leading voices on law, technology, and national digital security. She holds a Master of Laws in Cybersecurity, Counterterrorism, and Crisis Management from the University of Maryland, USA.
With over two decades of experience at the intersection of law, financial regulation, digital transformation, and governance, Mutheu has advised governments, intelligence agencies, and regional institutions across Africa on cybersecurity, AI, data protection, and emerging technologies.
Earlier in her career, she served at the Central Bank of Kenya, as the first lawyer ever based permanently in the Banks Supervision Department, where she was instrumental in the development of Kenya’s Anti-Money Laundering framework and in the establishment of the Financial Reporting Centre and the Asset Recovery Agency, which are pivotal institutions in the country’s fight against financial crime.
She is the Founder and CEO of Mutheu Khimulu Consultancy, an Advisory Board Member of the African Centre for Security: Resilience, Science & Technology, and Founding Member of the Pan-African Women’s Organization Kenya Chapter (PAWO -Kenya). PAWO was the precursor to the Organization of African Unity, todays African Union.
Her work reflects a Pan-African and Afro-optimist vision, using law, technology, and policy to build a secure, transparent, equitable and digitally empowered Africa.
