On 15 January 2025, the GLACY-e project held its second Steering Committee. The event was held online and gathered national coordinators from 25 countries as well as representatives of The European Commission, INTERPOL and The Council of Europe. The meeting was organised in two similar slots taking place in the morning and afternoon, allowing the attendance of participants from different geographical zones.
In the opening remarks it was highlighted the fact that three new selected countries are onboarding GLACY-e: Kenya, Malawi and Papua New Guinea. These new accessions represent an opportunity to increase the capacity-building outreach and promote cooperation with more partners. In addition, it was emphasized that more than 50 capacity building activities were organised in the past 6 months in around 30 countries worldwide. From the operational and law enforcement point of view, it was remarked that positive changes were observed in several operations where GLACY-e countries successfully lead regional developments.
The first part of the meeting was dedicated to reviewing progress during the period June – December 2024. Also, this first session allowed the sharing of milestones and updates from country coordinators. Overall, the review of progress showed important achievements at domestic, regional and global level in close collaboration with representatives of selected and hub countries.
Some key milestones achieved during this period were: Ecuador becomes the 77th Party to Budapest Convention, Peru signs the Second Additional Protocol, (Dec 2024) and Philippines becomes the 70th country connected to INTERPOL’s ICSE database (July, 2024).
The second part of the meeting focused on the short-term future, particularly with a discussion on the proposed workplan for the first semester of 2025. Among the varied typology of activities scheduled, two major events were announced: the Third African Forum on cybercrime and electronic evidence, to take place on 11-13 March in Nairobi, Kenya and the Octopus Conference, to be held on 4-6 June in Strasbourg, France.
The meeting ended with the recognition of fruitful collaboration over the years and the wish to continue working together for a stronger global action on cybercrime. The next Steering Committee of the project will be organised on the margins of the next Octopus Conference, in Strasbourg, France.
