Master's degree in Network Engineering and Communication Systems from the Higher Technical Institute in Lisbon, bachelor's degree in Systems Analysis from Eduardo Mondlane University, with a career as an Information and Communication Technologies Specialist, he has 21 years of professional experience in the field of Information and Communication Technologies.
Throughout his career, he has worked as a documentalist, IT support, administrator of the SADC Cultural Information System and secretariat at the Commission for the Coordination of SADC Cultural Information Programmes, systems administrator, Head of the Digital Resource Centre and Deputy Director of Information Systems, Studies and Projects at the Ministry of Science and Technology.
As policy maker, he participated in the drafting of the Electronic Transactions Law and the National Cybersecurity Policy and Strategy, and is currently engaged in establishing the cybersecurity and data protection ecosystem in Mozambique, coordinates the drafting of the proposed Cloud Computing Regulation and Data Centre Regulation, and is part of the team preparing the proposals for the Cybercrime Law, Cybersecurity Law and Data Protection Law of Mozambique.
