CyberSPEX: Third Steering Committee meeting in support of the implementation of the Second Additional Protocol

The CyberSPEX project, a joint initiative of the European Union and the Council of Europe, held its Third Steering Committee meeting in Sarajevo, on 9 December 2025. The meeting was organised back-to-back with the Second Protocol Workshop for EU member states and South-East European countries and Türkiye.

The event brought together representatives from EU member states, EU institutions and partner initiatives to review progress in the implementation of the Second Additional Protocol (2AP) to the Convention on Cybercrime (Budapest Convention) in the project countries. Moreover, it highlighted the project’s strong engagement through the Regional meetings and in-country events. Major events organised by CyberSPEX like the EUROJUST/CoE co-branded workshop and the 2nd T-CY consultation with service providers and the industry were marked as important venues for the exchange of knowledge and opinion. Participants discussed achievements and challenges in aligning domestic legislation with the Protocol and shared updates on the national implementation efforts.

The Steering Committee also examined ongoing project activities and endorsed priorities for the December 2025 – June 2026 workplan, including tailored capacity-building support, development of guidance tools, and cooperation with EU-funded initiatives such as SIRIUS.

CyberSPEX will continue to support EU member states in strengthening cross-border cooperation on electronic evidence, while ensuring compliance with human rights, the rule of law and data protection safeguards.
