CyberSEE project continues to support Serbian’s efforts to develop a new Strategy for the fight against cybercrime

The CyberSEE joint project of the European Union and the Council of Europe supported a domestic workshop  on 22–23 September 2025, in cooperation with the Serbian Ministry of Internal Affairs, aimed at completing the preparation of Serbia’s new Cybercrime Strategy (2025–2030) and its Action Plan which are now ready for public review and adoption by the end of this year. The meeting built on the outcome of  the workshop held in May, on the same topic.

The workshop brought together members of the national working group tasked with drafting the new Strategy and Action Plan, including representatives of key institutions such as the Ministry of Internal Affairs, Supreme Public Prosecutor’s Office, Ministry of Information and Telecommunications, Ministry of Education, Security Information Agency, and Ministry of Justice.

Over two days, participants engaged in discussions on the Action Plan for the fight against cybercrime, institutional roles, main priorities and measures, and expected results. With a Council of Europe expert presenting the EU perspective on the development of national strategies, the discussions also identified solutions to bridge country’s current gaps in its effort to combating cybercrime.

The second day focused on monitoring and evaluation mechanisms, including implementation indicators, transparency and reporting requirements, and the roles of independent bodies and international partners. These exchanges strengthened participants’ understanding of strategic planning and helped define practical steps and next stages in the drafting process.

This workshop marked a key milestone in a broader process. The Council of Europe, through the CyberSEE project, will continue to provide expert support, consultations, and dedicated workshops to ensure that Serbia’s new Strategy and Action Plan are aligned with international standards and the Convention on Cybercrime (Budapest Convention) and other related international instruments and ready to be implemented.
