On 15-16 May 2025, a domestic workshop to support the development of the Cybercrime Strategy in Serbia (2025–2030) was organised by the joint European Union and the Council of Europe CyberSEE project, in cooperation with the Ministry of Internal Affairs in Vrdnik.
The workshop was aimed at supporting the national authorities in the process of the development of a comprehensive strategy and action plan to address cybercrime and electronic evidence, based on the emergency threats and the necessary capacities.
The workshop brought together Serbia’s national working group tasked with drafting the 2025–2030 Strategy for the Fight Against High-Tech Crime and its Action Plan, while also including representatives from key institutions such as the Ministry of Internal Affairs, Supreme Public Prosecutor’s Office, Ministry of Information and Telecommunications, Ministry of Education, Security Information Agency, and the University of Criminal Investigation and Police Studies.
Building on the outcomes of the previous strategic framework (2019–2023), the discussions focused on the findings of its Final Report and set the course for the new drafting process. The event enabled national stakeholders to engage in a forward-looking dialogue on strategic priorities, implementation mechanisms, and the relevance of aligning national efforts against cybercrime. Participants worked together to define the strategic direction to respond to cybercrime, analyse the institutional roles, specific goals, plans and measures to be included in the draft document, taking into consideration the EU perspectives on national cyber strategies.
The activity marks the start of a broader, multi-phase process continuing throughout 2025. Future activities include expert support to Serbia’s National Working Group, review of draft documents, and access to international resources, to be supported by the project. Follow-up consultations and validation workshops will shape the final Strategy and Action Plan, aiming for adoption by national decision-makers. These efforts are expected to strengthen institutional understanding and align the strategy with international standards and Serbia’s national priorities.
The Council of Europe, through the CyberSEE project, remains committed to supporting Serbia throughout the strategy development process, including expert guidance, further consultations, and workshops, with the ultimate goal of ensuring alignment with the Convention on Cybercrime (Budapest Convention) and its Second Additional Protocol.
