On 3 October 2025, the CyberSEE joint project of the European Union and the Council of Europe, in cooperation with the Ministry of Justice of Montenegro, organised in Podgorica a high level workshop to support the established national working group in harmonization of the national legislation in view of the ratification of the Second Additional Protocol (2AP) to the Convention on Cybercrime (Budapest Convention).
The workshop brought together representatives from the Ministry of Justice, members of the national working group, judicial authorities, alongside Council of Europe experts. Discussions centred on the identification of the national legislation to be amended for implementing the new tools for enhanced co-operation offered by the Protocol.
Participants reviewed the main provisions of the Protocol, focusing on co-operation with service providers, authorities responsible under the Protocol, co-operation in emergency and reinforced safeguards for human rights and data protection. Furthermore, the legislative amendments were also discussed in view of their further adoption.
The meeting provided an opportunity to better understand the mechanism for an enhanced co-operation offered by the Protocol and to define the next steps towards ratification process.
The Council of Europe, through the CyberSEE project, reaffirmed its commitment to continue assisting Montenegrin authorities in finalising the ratification law, adopting legislative amendments, and building capacity to combat cybercrime in line with international standards.
