Supported by the CYBERKOP Action of the Octopus Project, a judicial delegation from Kosovo* carried out a study visit to the Council of Europe (CoE) and the European Court of Human Rights (ECHR) to enhance practical knowledge on international judicial cooperation on cybercrime and criminal matters.

The delegation engaged in detailed exchanges with CoE and ECHR experts on the implementation of the Convention on Cybercrime (Budapest Convention) and other key conventions on criminal matters such as the ones on Mutual Legal Assistance, Extradition, Transfer of Criminal Proceedings, Transfer of Sentenced Persons as well as on practices and procedures under the ECHR framework.

This visit provided concrete insights into cooperation mechanisms in mutual legal assistance and extradition, human rights safeguards in cross-border cases, operational  cooperation under the Budapest Convention and its Second Additional Protocol, interpretation of ECHR principles in domestic contexts as well as use of resources like HUDOC and ECHR-KS tool .

Moreover, the visit contributed to strengthening institutional knowledge and operational readiness in handling international judicial cooperation in cybercrime cases and other criminal matters.

This activity forms part of ongoing efforts to align domestic practices with European standards and to build sustainable legal capacities within the domestic justice sector.
