On 23 March 2023, representatives of law enforcement agencies, state authorities and civil society organisations discussed the findings of the Cyber Barometer Study for the Republic of Moldova during the Forum of Criminal Justice, Civil Society and Private Sector on Transparency and Accountability of Cybercrime Action.
This Study was carried out from October 2021 to January 2022 by a team of experts, with the assistance of a social research company, under the framework of CyberEast, a joint project of the European Union and the Council of Europe. The purpose of the Cyber Barometer was to identify the level of trust, accountability and transparency that state action against cybercrime has with the general public and private sector, in line with Article 15 of the Council of Europe Convention on Cybercrime (Budapest Convention).
Results indicated that both individuals and businesses were aware of cyber risks and threats, including cybercrime, however, there was low awareness about cyber hygiene, cybersecurity tools were often underused, while outdated software was still in usage. Moreover, the participants in the study expressed interest in receiving more information about new types of cybercrime, modus operandi, threats, and vulnerabilities.
This Forum helped fortify co-operation mechanisms between the private sector, citizens, and criminal justice authorities in the Republic of Moldova. The promotion of easily accessible awareness-raising materials regarding cybercrime risks was addressed. Other priorities identified included a better implementation of reporting mechanisms, the promotion of tools and practices to improve online security, as well as an increased attention to the victims of cybercrime offences.
