CyberEast+: Azerbaijani counterparts enhanced their knowledge on the practical application of the Second Additional Protocol

The CyberEast+ project, a joint initiative of the European Union and of the Council of Europe, organised a joint training with private sector actors on the practical application of the provisions of the Second Additional Protocol to the Cybercrime Convention, on enhanced co-operation and disclosure of electronic evidence. This exercise was developed on the basis of the National training on the direct co-operation provisions of the Second Protocol, prepared under the CyberSPEX project.
The training brought together representatives of the State Security Service, the Ministry of Internal Affairs, the Criminalistics and Information Technologies Department, the Ministry of Justice, the National Cybersecurity Agency and the Special Communication and Information Security State Service, alongside –for the first time for this type of training activity in Azerbaijan– private sector representatives from AzInTelecom and Aztelekom.
Participants identified and correlated the provisions of the Second Protocol to Azerbaijani national law, focusing on cross-border criminal justice action and direct co-operation with service providers. Project partners examined the use of templates, guidelines and other tools to send or receive requests addressed to private service providers under the Second Protocol.
As a result of this training, Azerbaijani stakeholders, under the guidance of two Council of Europe experts, tested their understanding of the Second Protocol provisions that require the direct engagement with the private sector. The training also highlighted the importance of implementing the measures of the Second Additional Protocol in line with human rights, the rule of law and data protection standards. By bringing together public authorities and private sector stakeholders, the activity supported a shared understanding of roles, responsibilities and practical steps for applying the Second Additional Protocol.
The CyberEast+ project will continue to support Azerbaijani partner authorities through practical trainings in the area of public/private co-operation across borders, in line with the Second Additional Protocol.
