training, Discrimination and Diversity, 30 August- 3
September, Coimbra (Portugal) The Executive
Director of the North-South Center participated in the Pilot
Encounter on journalism training, discrimination and
diversity, jointly organised by the Council of Europe and
the EU Agency for Fundamental Rights at the University of
Coimbra. This Encounter, which took place in the framework
of the CoE Campaign "Speak out against discrimination",
brought together some 30 media professional representing the
diversity of European countries.

African University on Youth and Development - Cape Verde,
4-12 July 2010
The aim of the Second African University on Youth and Development
was created a space for debate and reflection; affirmative
youth action and the promotion of youth policies; global
education and awareness raising for development; training
and non-formal education; as well as intercultural and
inter-regional dialogue in the context of Euro-African youth
co-operation.
This activity was organised by the North-South Centre of the
Council of Europe, under Partnership between the European
Commission and the Council of Europe in the field of Youth
in partnership with the Cape Verde Federation of Youth, the
Portuguese National Youth Council, the Pan-African Youth
Union, the European Youth Forum and the Youth Forum of
Portuguese Speaking Countries.

insult and hatred - Finding answers in a democratic society (Science
and Technique of democracy No.47) (2010)
Mutual understanding and acceptance is perhaps the main challenge of
modern society. Diversity is undoubtedly an asset, but cohabiting
with people of different backgrounds and ideas calls for a new ethic
of responsible intercultural relations, in Europe and in the world.
This book tries to answer a series of pertinent and poignant
questions arising from these issues, such as whether it is still
possible to criticise ideas when this may be considered hurtful to
certain religious feelings; whether society is hostage to the excessive sensitivity of certain individuals; or what legal
responses there may be to these phenomena, and whether criminal law
is the only answer.

Dialogue in the Framework of European Human Rights Protection (White
Paper Series - Volume 1) (2010)
This report analyses the jurisprudence of the European Court of
Human Rights in terms of the promotion of cultural diversity, as
championed by the Council of Europe particularly through its "White
Paper on Intercultural Dialogue" (2008). The Court's views on the
governance principles and preconditions of intercultural dialogue -
and particularly the case law on freedom of thought, conscience and
religion, freedom of expression and freedom of association and
assembly - provide guidelines for politicians, academics and
practitioners alike.

Azerbaijan joined the
North-South Centre
In a letter to the Secretary General dated 7 July 2010, the
Minister of Culture and Tourism of Azerbaijan, Dr. Abulfas
Garayev, announced that Azerbaijan would join the Centre on 1
August 2010, making it the 23rd member State of
the NSC.

20 Bridge Builders in
the History
of Humanity
In the context of its 20th Anniversary, the North-South
Centre was organised an exhibition based on 20 personalities in the
history of humanity who made a remarkable contribution to building
bridges between cultures and civilisations and played a pioneer role
in what is today called “intercultural dialogue”. Call
for participation: identify the 21st Bridge Builder,
based on a list of 10 names proposed by the NSC or based on personal
choice…

November 2010: The European Convention on Human Rights
celebrates its 60th anniversary
The year 2010 is an opportunity to remind ourselves that
the system established by the Council of Europe 60 years
ago has improved the lives of millions of Europeans by
bringing about a fundamental change in how they perceive
their rights to life, liberty, security, a fair trial,
family life and freedom of conscience, religion and
expression.

EU to accede to
European Convention on Human Rights. The union will
become a party to the convention in the same way each of
its member states has since the 1950s. Although not
likely to attract the same attention as an
inter-governmental conference, the European Union
recently commenced formal negotiations with the Council
of Europe on the issue of EU accession to the European
Convention on Human Rights (ECHR). This was provided for
in the Lisbon Treaty and a Protocol to the ECHR, and
means the EU will become a party to the ECHR in the same
way each of its member states has since the 1950s. More ...

Commission report: racist violence is growing in Europe
The European Commission against Racism and Intolerance (ECRI)
published its annual report on 8 July, which examines
the trends regarding racism, xenophobia, antisemitism
and intolerance in Europe. The Chair of the ECRI, Nils
Muiznieks, expresses alarm about the rise in racist
violence: ''In 2009 there has been a hardening of the
immigration debate and a rise in xenophobic and
intolerant attitudes in general, including virulent
verbal attacks and violent incidents''. More ...
