Supply reduction, law enforcement and organised crime

Law Enforcement Conference

The Pompidou Group Law Enforcement Conference is a multidisciplinary forum that brings together representatives from various sectors, including police, customs, justice, the private sector, academia, and relevant organisations. Participants often include delegates from different countries, as well as regional and international bodies such as Interpol, Europol, Eurojust, the United Nations Office on Drugs and Crime (UNODC), the European Union Drugs Agency (EUDA), and the World Customs Organization (WCO). The conference provides a platform to exchange knowledge, share best practices, and discuss a wide range of topics, from traditional law enforcement challenges to emerging issues such as the digital drug trade, developments in synthetic drugs, the use of artificial intelligence in drug control, and the environmental impact of drug production.

Airports – General Aviation – Controlled Deliveries

The Co-operation Group of Drug Control Services at European Airports and the Expert Group on General Aviation facilitate co-operation for law enforcement agencies to reduce illegal trafficking by sharing information on improving control, risk management, profiling, detection and investigative measures.

Precursors' Diversion

The International Network on Precursors Control offers a multidisciplinary platform for contacts and experience sharing between police, customs, relevant international organisations, the corporate sector and the scientific community. The network regularly provides new insights on trafficking routes, and the fast-evolving use and different types of drug precursor products and pre-precursors.

Drugs Online

The Pompidou Group’s expert group on Drugs Online is the only existing European multidisciplinary platform to include the corporate sector in tackling the growing problem of drug-related cybercrime on the internet and darknet. The main goal is to support designated professionals in networking and exchanging information on detection, investigation and prosecution measures.

Organised crime related to drug trafficking

Organised crime related to drug trafficking remains a significant challenge across Europe, demanding coordinated policy responses and robust legal frameworks. In response to ongoing concerns and as part of the Council of Europe’s sustained efforts following its 4th Summit, the Committee of Ministers has tasked the Pompidou Group with preparing policy guidelines to combat organised crime linked to drug trafficking, drawing on European Court of Human Rights case law. To this end, a Joint Expert Group (JEG) comprising specialists from the Pompidou Group, intergovernmental committees, the Council of Europe Secretariat, and academia has been established to develop these guidelines. Once finalised, this work will lay the groundwork for a future Recommendation to Council of Europe member States, strengthening their collective response to organised criminal activities related to drug trafficking.
