Bringing human rights to the heart of drug and addiction policies: guidance for aligning drug and addiction policies with human rights

During their 95th meeting held in Strasbourg on 5 and 6 November 2024, the Permanent Correspondents of the Pompidou Group adopted a policy document entitled "Bringing human rights to the heart of drug and addiction policies: guidance for aligning drug and addiction policies with human rights”.

These new guidelines aim to ensure that drug and addiction policies when developed or re-enforced by national authorities integrate and prioritize human rights, by aligning their frameworks with the human rights standards. The guidance document provides national authorities with a comprehensive approach to integrate human rights into drug policies, safeguarding health, safety, and dignity in addressing and countering all aspects of the world drug and addictions problem. It urges policymakers, managers, professionals, and individuals to integrate human and social rights considerations into their decision-making and policy development processes. Moreover, it emphasizes the importance of raising awareness among people who use drugs or experience substance use disorders and addictive behaviours, encouraging them to be mindful of these dimensions.
