The European Youth Foundation (EYF) is a fund established in 1972 by the Council of Europe to provide financial and educational support for European youth activities. It is a division in the Youth Department of the Council of Europe  Directorate of Democratic Participation.

The strategic priorities of the youth sector for 2018-2019 are defined by the Joint Council on Youth, which is the central co-managed political body of the youth sector. They are:

  • access to rights: young people accessing their rights and advocating for human rights and citizenship education as a result of the support provided by the Council of Europe to young people, youth organisations and member States
  • youth participation and Youth work: young people participating in democracy and developing youth policy and youth work at local, regional, national and European level as a result of the assistance provided by the Council of Europe to young people, youth organisations and member States
  • inclusive and peaceful societies: young people engaging in and leading intercultural dialogue as a result of the Council of Europe’s support to young people, youth organisations and youth workers in preventing and combating discrimination exclusion and violent extremism.

Since 2012, over 100 activities contributing to the No Hate Speech Movement have been carried out by non-governmental youth organisations with the support of the European Youth Foundation in some 30 Council of Europe member states.

A  diverse range of initiatives has been supported, such as  online and offline awareness-raising campaigns, capacity-building activities, mobile activities, legal research projects and launching events for national No Hate Speech Movement campaigns. The publication The European Youth Foundation and the No Hate Speech Movement gives examples of supported activities.
