After the success of last year’s meeting, the Secretariat of the Cybercrime Convention Committee (T-CY), in cooperation with the CyberSPEX project, organised on 12 November 2025 the second exchange with Parties to the Convention on Cybercrime (Budapest Convention), service providers and industry.
The meeting focused on how to best implement the provisions of the Second Additional Protocol (2AP) in practice and create efficient and safe mechanisms for their operational application.
Held in hybrid format at the Council of Europe’s Palais de l’Europe in Strasbourg, the event brought together service providers, registrars, registries, and other industry stakeholders, as well as representatives of the European Commission, EUROJUST, EUROPOL, INTERPOL, ICANN and members of the Cybercrime Convention Committee. Through discussions structured around cross-border cooperation, verification and authentication of requests, secure data handling, and conditions for cooperation under the Protocol, participants examined practical mechanisms for implementing 2AP and shared challenges and good practices. They underlined the need to continue this dialogue to support safe, efficient, and trusted cooperation across borders.
The meeting aligned with the broader objective of the CyberSPEX project to support EU member states in progressing towards the signature, ratification, and implementation of the Second Protocol. Complementary, other Cybercrime Programme Office (C-PROC) ongoing programmes continue to support non-EU Parties in strengthening their capacity to apply the Protocol in practice.
