Co-operation activities are the third element of the dynamic triangle developed by the Council of Europe which aims at promoting common standards, evaluating their implementation, and  organising co-operation activities to promote compliance and remedy shortcomings.

Drawing on GRETA’s findings and recommendations, co-operation projects are designed with a view to increasing compliance with the Council of Europe Convention on Action against Trafficking in Human Beings through capacity building, awareness raising, supporting the adoption of new legislation and tools, and building strategic partnerships.

In addition, the Council of Europe organises round- tables as a follow-up to the recommendations made by GRETA and the Committee of the Parties, promotes partnerships and facilitates networks.

The Council of Europe provides tailor-made co-operation and technical support to countries, in co-operation with national anti-trafficking authorities and civil society partners.

Co-operation projects aimed at supporting selected countries in the implementation of the Convention on Action against Trafficking in Human Beings are based on the country-specific recommendations of the Group of Experts on Action against Trafficking in Human Beings (GRETA).

 Network of lawyers and NGOs

The Council of Europe Network brings together specialised lawyers and NGOs providing legal assistance to victims of human trafficking.

The network aims at promoting the implementation of the Anti-Trafficking Convention through the exchange of experience, legal strategies, good practices and information on relevant case-law.

 Round-tables

The Council of Europe regularly organises round-tables meetings in State Parties in order to discuss progress made in the implementation of the Council of Europe Convention.

The round-table meetings bring together relevant stakeholders and are an opportunity to receive updated information on developments in the country concerned, steps taken to implement the recommendations, and any remaining challenges.

  National Anti-Trafficking Co-ordinators and Rapporteurs

Annual meetings of National Anti-Trafficking Co-ordinators and Rapporteurs are co-organised with the OSCE’s Office of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings.

The aim of these annual meetings is to pool knowledge, strengthen partnerships and promote the implementation of international obligations in the area of combating trafficking in human beings.
