Despite policy framework improvements, security incidents continue to affect returns process in Kosovo, concludes OSCE report

Despite encouraging developments in the policy and institutional framework for the protection and promotion of the rights of displaced persons and returnees, security incidents at a number of returns sites continue to negatively affect the returns process, concludes an OSCE Mission in Kosovo report issued today.
The report welcomes efforts by Kosovo institutions to enhance coordination of the returns process through the establishment of Municipal Offices for Communities and Returns in most municipalities. OSCE Mission, Directorate for Care of Refugees and Red Cross sign memorandum of understanding for integration of displaced persons

A memorandum of understanding between the OSCE Mission to Montenegro, the Bureau for the Care of Refugees and the Red Cross of Montenegro will be signed in Podgorica tomorrow.
The memorandum will mark the beginning of co-operation between the parties in assisting displaced persons from Kosovo to obtain the documentation necessary to acquire legal status in Montenegro.
