With the holding of parliamentary elections on 30 November 2014 in the Republic of Moldova, the Council of Europe’s Division of Electoral Assistance and Census is finalising its programme of pre-electoral assistance. The programme, adopted by the Committee of Ministers in June 2014 is part of the Action Plan to support democratic reforms in the Republic of Moldova for 2014 – 2016 and focused on five main pillars:

  • Strengthening CEC and Judges’ capacities to deal with election dispute resolutions;
  • Increasing the capacities of the Centre for Continuous Electoral Trainings by the CEC to deliver quality trainings to electoral stakeholders;
  • Strengthening the capacities of Coordinated Council of audiovisual to monitor media in elections;
  • Professionalizing domestic election monitoring NGOs to make constructive criticisms;
  • Increasing public awareness raising including first time voters.

The programme amounted to 160 000 EUR and was financed by the Ordinary Budget of the Council of Europe and Voluntary Contributions from Romania and Liechtenstein. Activities were implemented in co-operation with the Central Election Commission, the Centre for Continuous Electoral Training (CCET), the National Institute of Justice, the Coordinating Council of Audio-visual (CCA) and civil society organisations Promo-Lex and Association for Independent Press with a view to ensure that elections take place in a peaceful manner and in accordance with the principles of free and fair elections.

A final post-election conference is expected to take place in Chisinau in February 2015.
