GRECO started to monitor risks of corruption of border police in the migration context

Council of Europe´s anti-corruption group (GRECO) has started to issue recommendations in their 5th evaluation round relating to Police and Border Guards, which are relevant also in the context of migration and the risks of corruption therein. GRECO is emphasizing that the four-eyes principle should be in place in areas with a higher risk of corruption, such as at migration services, services dealing with residence cards and permits as well as for police patrols (i.e. patrols by a single police officer are not permitted). Other areas of interest are the availability of cameras at certain workplaces (i.e. where officials have frequent contacts with the public), IT log checks and the prohibition of cash transactions to pay fines and the responsibility of line managers and supervisors to ensure good behavior of their subordinates. Further, GRECO recommends that member states ensure a formal, competitive and transparent process when selecting and appointing directors of the Police and Border Guard Board and that they explore the possibility of introducing the principle of rotation of staff in these two institutions, specifically for police officers in areas exposed to particular risks of corruption.

So far, GRECO has scrutinized around 10 member states during its 5th round.
