The Gender Equality Division’s Cooperation Unit translated into Ukrainian the 2022 publication, Ensuring the non-discriminatory implementation of measures against violence against women and domestic violence. Based on Article 4, paragraph 3 of the Istanbul Convention, this publication emphasises the importance of implementing measures against violence against women and domestic violence without discrimination, including specific reference to refugees and migrants, given the importance placed on their protection in the convention and its Explanatory Report. The text examines how migrant or refugee status, sexual orientation, and gender identity often subject women to discrimination, making them more vulnerable to violence. The publication also examines the role of residence status concerning the vulnerability of migrant women and women seeking asylum. It acknowledges the efforts to address vulnerable groups but underscores the importance of considering the broader social and institutional context that contributes to their vulnerability. Examples from Malta and Italy illustrate the unique challenges faced by migrant and refugee women. State reports highlight the inclusion of migrant, refugee, and asylum women in discussions related to the Istanbul Convention. The text concludes by providing references and resources for further reading on the topic of migrant and refugee women's experiences, including reference to the SRSG Migration Country Reports. A seminar to discuss the publication will be held in autumn 2023.

The 2022 Human Rights Comment from the Commissioner for Human Rights, Addressing the invisibility of women and girls with disabilities, was translated into Ukrainian. This includes mention that women and girls with disabilities, in particular refugees, face increased vulnerability to sexual violence and limited access to support services during emergencies and conflicts. The Commissioner notes that the ongoing war in Ukraine and the humanitarian crisis in Europe highlight the urgent need for member states to provide inclusive humanitarian support, and advocated for attention to be paid to the specific needs of disabled women and girls to prevent secondary victimisation.

Also translated into Ukrainian was a brochure on Key Recommendations: Protecting the rights of migrant, refugee and asylum-seeking women and girls, and the PACE Resolution 2424 on conflict-related sexual violence, which notes that States must prioritise sexual and reproductive health services in humanitarian and refugee responses, ensuring survivor-centred measures are customised to meet the specific needs of victims of conflict-related sexual violence.

The Committee of Ministers Recommendation on protecting the rights of migrant, refugee and asylum-seeking women and girls was translated into Croatian and in Macedonian.
