The Council of Europe project “Enhancing judicial protection of human rights” invites qualified suppliers to apply on the tender for purchase of visibility and video production services for the event “Judicial Year”, which will be hosted by the Constitutional Court. Call for tenders for Purchase of local consultancy services for implementation of the project “Enhancing Judicial Protection of Human Rights”

The Council of Europe is currently implementing a Project on Enhancing Judicial Protection of Human Rights, which will last until 31 December 2027. Key objectives are:
- To improve the quality of applications lodged with courts in respect of human rights violations, by developing relevant tools and ensuring adequate training of legal professionals.
- To support judicial redress of human rights violations by domestic courts, by developing the professional capacities and knowledge of judges and prosecutors at all levels regarding case law of the European Court of Human Rights and of the Constitutional Court, and by facilitating the establishment of research and case law units within courts wherever possible.
- To foster the implementation of European human rights standards by facilitating joint analysis by legislative, executive and judicial branches, and by developing the capacities within the Office for Good Governance within the Prime Minister’s Office and/or within the Ministry of Justice in the field of European human rights standards.
The main project partners are the Constitutional Court, other courts at all levels, the Justice Academy, the Bar Association, the Office for Good Governance, the Ministry of Justice, Agency for Free Legal Aid, civil society, and academia.
Within this context, the Council of Europe is looking for a maximum of 10 Providers of consultancy services to support project implementation, with particular expertise in the field of European human rights law and/or constitutional justice. The Providers should have experience in undertaking legal research and case law analysis, and/or providing legislative assistance and policy advice, and/or carrying institutional needs assessments, and/or developing and delivering human rights training to civil servants and justice professionals. Such services will be requested by the Council on an as needed basis, in compliance with the ordering procedure defined in this Framework Contract.
