Prosecutors in workshop for new templates

Representatives of the Kosovo Prosecutorial Council (KPC) and prosecution offices gathered on 24–25 September 2026 for a workshop focused on the further development of templates within the Case Management Information System (CMIS).

The workshop marked the final stage of an ongoing process supported by the Council of Europe European Commission for the Efficiency of Justice (CEPEJ) to develop standardised templates for frequently used prosecutorial documents. Building on the methodology introduced by CEPEJ expert, Vincent Macq, during the first workshop in June 2025, the activity focused on enabling the KPC to continue developing the remaining templates independently and sustainably.

During the workshop, participants reviewed templates already developed and implemented in CMIS, as well as additional templates currently under development. The practical exchanges provided an opportunity to further apply the methodology established during the earlier stages of the process and consolidate the knowledge needed for the continued development of templates.

Strengthening the KPC’s capacity to develop additional templates independently will help ensure the sustainability of the initiative and allow the templates to continue evolving in response to prosecutors’ practical needs.

The continued development of standardised templates is expected to further reduce repetitive drafting work, save prosecutors’ time and support a more consistent and harmonised approach to prosecutorial decisions across Kosovo*.

This workshop was organised by the Strengthening the quality and efficiency of justice in Kosovo (KoSEJ III) action in the framework of the joint EU and Council of Europe “Horizontal  Facility III” programme.
