Common European Framework of References for Languages: Learning, Teaching, Assessment (CEFR)
Two preliminary versions (with multiple revisions) preceded the final version of the CEFR published in 2001: they prompted a substantial number of expert meetings and high level international consultation involving a large number of partners and networks. The Council of Europe also commissioned many studies to stimulate discussion and support the development of the CEFR.
These studies as well as the first draft of the CEFR are not available electronically but can be found in the Council of Europe Archives.
Draft 2 of the CEFR was submitted to national delegates for examination during a conference organised in April 1997.
