Platform of resources and references for plurilingual and intercultural education

This Platform offers a major support for education authorities and practitioners in the implementation of policies that promote equal access to quality education.

Proposed resources relate to all languages: languages spoken in the family, language(s) of schooling, foreign and classical languages, regional or minority languages.

 Languages of schooling

Proficiency in the language(s) of schooling is a precondition for access to education and the content of the curriculum, and this proficiency must be developed over time

The resources developed by the Language Policy Programme provide member states with a set of tools with which to address the challenges related to the language(s) of schooling.

 The Common European Framework of Reference for Languages: Learning, teaching, assessment (CEFR)

The CEFR was designed to provide a transparent, coherent and comprehensive basis for the elaboration of language syllabuses and curriculum guidelines, the design of teaching and learning materials, and the assessment of foreign language proficiency.

This instrument, available in 40 languages, is used in most European education systems.

 Reference Level Descriptions (RLD) for national and regional languages

RLDs have been drawn up for national and regional languages. They provide detailed descriptions of linguistic content at the different CEFR levels.

 European Language Portfolio (ELP)

The ELP was developed alongside the Common European Framework of Reference for Languages (CEFR).

The ELP is an instrument designed for the learner, who can use it to record their language learning achievements et set learning targets. 


Drawing on the Common European Framework of Reference for Languages (CEFR), the Curriculum framework for Romani was produced for policy makers and practitioners to support the teaching/learning of Romani.

It is available in a range of languages and is complemented by the European Language Portfolio and the Teacher’s Guide, specially designed for the Romani context.
