Back ECRI holds its 99th plenary meeting and organises an exchange of views with the President and other Judges of the European Court of Human Rights

ECRI held its 99th plenary meeting in Strasbourg, which took place from 2 to 5 December 2025.

On 4 December, ECRI held an exchange of views with Mattias Guyomar, President of the European Court of Human Rights, and with Davor Derenčinović, María Elósegui and Gilberto Felici, all Judges at the Court, on issues of common interest.

As part of its sixth country monitoring cycle, ECRI adopted its final report on the Netherlands. It also adopted its conclusions on the implementation of its recommendations subject to interim follow-up addressed to Iceland, Luxembourg, North Macedonia and Poland.

As part of its seventh country monitoring cycle, ECRI examined its preliminary draft reports on Albania, Austria, Monaco and the Slovak Republic.

ECRI also held discussions on the basis of the report made by its working group on relations with civil society and equality bodies and, in this context, reviewed its communication strategy.

Within the framework of the Bureau elections, ECRI re-elected Bertil Cottier (member in respect of Switzerland) as Chair. It also elected Mladen Antonijevic Priljeva (member in respect of Serbia) as 1st Vice-Chair and Tena Šimonović Einwalter (member in respect of Croatia) as 2nd Vice-Chair. Irena Ilieva (member in respect of Bulgaria) was elected as Bureau member. Nihal Eminoğlu (member in respect of Türkiye) and Jens Vedsted-Hansen (member in respect of Denmark) were re-elected as Bureau members. The terms of office of the newly elected Chair (two years), Vice-Chairs (one year) and Bureau members (two years) will begin on 1 January 2026.

In the course of the plenary meeting, ECRI also held discussions on child participation in ECRI’s activities and adopted an internal policy on the matter.

ECRI members also took note of the statement made by Petra Bayr, observer in respect of the Committee on Equality and Non-Discrimination of the Parliamentary Assembly of the Council of Europe. They also took note of the statements made by Zeynep Yildiz, observer in respect of the Assembly’s Committee on Culture, Science, Education and Media, Mélanie Lepoultier, Deputy Standing Rapporteur on Human Rights, observer in respect of the Congress of Local and Regional Authorities of the Council of Europe, and Claudia Olivia Morales Reza, Chairwoman of the National Council to Prevent Discrimination (CONAPRED), observer in respect of Mexico.

On 1 December 2025, on the eve of the 99th plenary meeting, the ECRI Bureau held an exchange of views with Irene Kitsou-Milonas, Special Representative of the Secretary General of the Council of Europe on antisemitism, anti-Muslim hatred, and all forms of religious intolerance.
