Joint cybercrime operations, where law enforcement agencies, financial institutions, and private sector actors come together to share intelligence, discuss live cases, and connect pieces of evidence, have proven their value. Yet across the region, they remain the exception rather than the rule. Starting from the debrief of a recent regional operation, participants will reflect on what joint collaboration actually produces and what still gets in the way — whether legal constraints, trust deficits, resource limitations, or the absence of a shared operational framework. 

The core of the session is a structured discussion designed to surface both the obstacles and the opportunities. Participants will explore what it would take to make regional operations more frequent and more effective, looking at governance models, coordination mechanisms, and practical arrangements that could lower the threshold for collaboration and build on what already exists in the region.
