Virgil Spiridon is currently the Head of Operations at the Council of Europe’s Cybercrime Programme Office (C‑PROC) in Bucharest. In this role, he oversees international cybercrime and electronic evidence capacity‑building initiatives across the globe. At C-PROC, he steers the multilateral cooperation of projects and contributes to global policy dialogue on electronic evidence, training programs for cybercrime units, and the development of national strategies aligned with international standards.
With over two decades of experience, Mr. Spiridon led the Romania’s National Cyber Crime Unit from 2003 to 2012, where he founded the country’s specialized cybercrime team and shaped its cybercrime strategy. He subsequently held senior leadership positions within the Romanian Organized Crime Directorate, leading efforts in organized crime, counter‑terrorism and financial crime. He has steered major collaborative efforts such as the EU’s EMPACT projects on cybercrime and credit‑card fraud, and he played a key role in drafting guidance for specialized cybercrime units under the IPA project coordinated by the Council of Europe.
