Thomas Burrows is a Senator in the International Association of Prosecutors. Mr. Burrows was elected twice to the Executive Committee of the IAP, from 2012-2018, and has been an active member since 1998.

Tom retired in 2025 as an Associate Director of the Office of International Affairs in the United States Department of Justice, responsible for overseeing extraditions and mutual legal assistance with Europe. Previously he had been a prosecutor and supervisor of prosecutions with the  Manhattan District Attorney and  DOJ’s Criminal Division, focused on violent street crime, public corruption, domestic terrorism, and child exploitation.

Tom participated in the negotiations of the UN Convention against Transnational Organized Crime and its Protocols, and he is an expert on their implementation. He chaired, from 2010-2024, the UNTOC Working Group on International Cooperation. From 2022-24, he played a key role for the U.S. delegation in the successful negotiation of the UN Cybercrime Convention.

Mr. Burrows has also negotiated numerous agreements with the EU and Member States concerning the protection of personal data and sharing of information for law enforcement purposes, as well as aviation and border security
