Norman is Microsoft’s Vice President and Deputy General Counsel for Law Enforcement and National Security. He leads Microsoft’s global legal, policy, compliance, and operational work involving lawful access, digital sovereignty, and national security programs. His responsibilities include overseeing Microsoft’s response to government demands for electronic evidence across more than 100 jurisdictions, advancing policies that protect customer security and privacy, and leading the company’s compliance with industrial security requirements.

Before joining Microsoft, Norman served as an Assistant United States Attorney in the Western District of Washington, where he led the Computer Hacking and Intellectual Property Crimes unit and national security cyber investigations. He earned degrees in History and Russian from California State University, Sacramento, and his Juris Doctor from the University of Washington.
