Jutta DINCA is the Programme Manager of CyberSPEX, which is a joint project of the European Union and the Council of Europe. It aims to enhance co-operation on cybercrime and electronic evidence between EU Member States and other Parties to the Convention on Cybercrime (Budapest Convention) by contributing to the ratification and implementation of the Second Additional Protocol to the Convention on Cybercrime.
Before joining the Council of Europe, Jutta worked in different public service organisations in Germany, inter alia as a lecturer for cybercrime law at the German University of the Police and as a programme co-ordinator at the Chair for Criminology, Criminal Policy and Police Science at the Ruhr-University Bochum.
Jutta holds a PhD in law and masters’ degrees in European Studies from the University Muenster (Germany) and the University of Twente (the Netherlands).
