On 10 and 11 March 2025, representatives of GLACY-e project, a joint initiative of the European Union and the Council of Europe, and INTERPOL in cooperation with the National Computer and Cybercrime Coordination Committee (NC4) organised a workshop on needs assessment for capacity building on cybercrime and legislation in Kenya.
The workshop gathered representatives of different public institutions among which: Office of the President, Ministry of Foreign Affairs, Ministry of Interior and National Administration, Ministry of Information, Communications and the Digital Economy, Ministry of Defence, Communications Authority, State Law Office, Directorate of Criminal Investigations, Office of the Director of Public Prosecutions, Kenyan Judiciary Academy, Office of Data Protection, Financial Report Centre and eCitizen.
Among key outcomes of the workshop on needs assessment for capacity building on cybercrime and legislation, participants gained a better understanding of the opportunities and benefits in being an elected country under GLACY-e project. Moreover, concrete capacity building needs were identified in areas such as cybercrime policy and legislation as well as training for the judiciary, prosecution and law enforcement authorities.
Additionally, the assessment showcased the Kenyan criminal justice system, including Law Enforcement agencies and other institutions dealing with cybercrime and electronic evidence, highlighting the strong inter-agency collaboration under NC4's leadership.
On 9 October 2024, following the 1509th Meeting of the Ministers' Deputies' meeting of the Council of Europe, Kenya was invited to accede to the Convention on Cybercrime. This invitation is valid for five years from its adoption and this activity was also meant to facilitate the accession process.
The Council of Europe, through the GLACY-e project, will continue to support Kenya in strengthening its cybercrime legislation and international cooperation efforts.
