From 2 to 4 September 2026, the Council of Europe, in collaboration with the Public Prosecutor’s Office of the State of Querétaro, Mexico, organised an introductory course on cybercrime and electronic evidence. The training, developed within the framework of the GLACY-e and CyberSPEX projects, enhanced the practical skills of forensic experts, IT analysts, criminal investigators and prosecutors, equipping them to address cybercrime with both technical and legal tools.
Special focus was given to strengthening skills in international co-operation and introducing participants to the provisions and practical impact of the Convention on Cybercrime (Budapest Convention) and its Second Additional Protocol. A particular highlight of the course was the direct engagement of experts from the Public Prosecutor’s Offices of Spain, Chile and Paraguay, who shared their extensive experience in cybercrime prosecution and contributed valuable operational insights.
The Council of Europe warmly thanks the Public Prosecutor’s Office of Querétaro for its leadership and hospitality, as well as partners in Spain, Chile and Paraguay for generously sharing knowledge and good practices, which enriched the learning environment and deepened collaboration among participating countries.
The course marks a significant step in building national expertise while fostering cross-border collaboration. The Cybercrime Programme Office of the Council of Europe (C-PROC) reaffirms its commitment to support Mexico in strengthening its capacities to fight cybercrime and advancing towards accession to the Budapest Convention.
