Eirik Holmøyvik

Professor of constitutional law at the University of Bergen and a member/substitute member of the Venice Commission since 2016. Member of the Bureau of the Venice Commission since 2024. He was appointed by the Norwegian government to serve as an expert on the law commission that drafted the 2023 electoral law for Norway, including new constitutional rules to deal with emergency situations during elections. In the Venice Commission, he has acted as rapporteur on more than 30 opinions, covering fields such as constitutional reform, judicial independence, the rule of law, and electoral law. He was one of the rapporteurs on the 2025 Urgent Report on the Cancellation of Election Results by Constitutional Courts.
