In November 2024, the European Union-Council of Europe joint project CyberSEE, in cooperation with the Ministry of Justice of Albania launched a series of activities aimed at aligning national legislation with the provisions of the Second Additional Protocol (2AP) to the Convention on Cybercrime (Budapest Convention) and enabling the effective implementation of this international instrument.
This initiative marks an important step to strengthening Albania’s legal framework in line with the provisions of the 2AP and the indications of the EU Council Decision 2023/436. Moreover, it will support the ratification of the Protocol and further enable Albanian authorities to cooperate effectively with 2AP Parties and EU Member States. The series of activities, extending to 2025, include assessment of national legislation, workshops to support the national working group in drafting legislative amendments and meetings with relevant stakeholders.
The first workshop, hosted by the Ministry of Justice of Albania, brought together national stakeholders and experts from the Council of Europe to discuss the assessment report of the current legislation in relation to the 2AP’s provisions and establish the roadmap for legislative reforms.
The Council of Europe, through the CyberSEE Project, remains committed to supporting Albania’s journey towards strengthening the national legislation and ensuring an effective implementation of the new provisions of the 2AP.
