Antigua and Barbuda and Malaysia have been invited to accede to the Convention on Cybercrime

On 24 September 2025, following the 1538th Meeting of the Ministers’ Deputies’, Antigua and Barbuda and Malaysia have been invited to accede to the Convention on Cybercrime (Budapest Convention). This invitation to accede is valid for five years from its adoption.

This is also a result of capacity building activities supported through the various projects of the Cybercrime Programme Office of the Council of Europe (C-PROC). This invitation will permit more support by the Council of Europe under the Octopus Project and GLACY-e.

With these new invitations, 81 States are now Parties, two have signed it and 14 are invited to accede to the Convention. These 97 States are members (Parties) or observers in the Cybercrime Convention Committee (T-CY).
