Trained in civil law at the University of Ottawa and member of the Québec Bar, Anne-Marie LeBel has practiced common law and federal law with the Department of Justice Canada for over 20 years, working in penal and criminal law.  Since 2020 she has been working primarily in the Department’s criminal law policy section, focusing on all matters relating to cybercrime, investigative powers, and technology, and has been supporting Government’s Criminal Code reforms in this area.  She is also leading the Canadian delegation to the Cybercrime Convention Committee (T-CY), where she served as Vice-Chair in 2026. She has also taken part in negotiations of the United Nations treaty on cybercrime and co-chairs a Canadian federal-provincial-territorial working group on cybercrime.
