CEPEJ evaluates the development of mediation in Azerbaijan

On 29 and 30 June 2026, experts from the European Commission for the Efficiency of Justice (CEPEJ) visited Azerbaijan to carry out a field assessment of the development of mediation in the country since its introduction in 2021.

Consultations were held with the main national stakeholders, including representatives of the Ministry of Justice, the Academy of Justice, the Legal and Judicial Council, judges from the courts of first instance, the Mediation Council, five mediation organisations operating in Baku and in other regions, and the Azerbaijan Bar Association.

Drawing on these consultations, available statistical data and an analysis of developments in the legal and institutional framework, the experts will draw up an evaluation report and make recommendations aimed at helping to enhance the quality, effectiveness and sustainability of mediation services in the country.

This activity was organised within the framework of the Project “Fostering mediation in Azerbaijan”, funded by the European Union and the Council of Europe and implemented by the Council of Europe in their Partnership for Good Governance III (2023-2027).
