En 2019, le Comité des Ministres du Conseil de l'Europe a adopté une recommandation sur le développement et la promotion de l'éducation à la citoyenneté numérique, dans laquelle l'un des points essentiels était l'application de l'intelligence artificielle (IA) dans les contextes éducatifs :

À l’instar de n’importe quel outil, l’IA offre de vastes possibilités, mais elle est aussi porteuse de nombreuses menaces, qui exigent la prise en compte des principes des droits de l’homme dès la conception de ses applications. Les éducateurs doivent avoir conscience des forces et faiblesses de l’IA dans l’apprentissage afin d’être aidés – et non pas dominés – par cette technologie dans leurs pratiques en matière d’éducation à la citoyenneté numérique. Par le biais de l’apprentissage automatique et de l’apprentissage profond, l’IA peut enrichir l’éducation […]  De même, les avancées dans le domaine de l’IA peuvent avoir de profondes répercussions sur les interactions entre éducateurs et apprenants et entre les citoyens en général, qui peuvent porter atteinte au fondement même de l’éducation, à savoir favoriser le libre arbitre et la réflexion indépendante et critique grâce aux possibilités d’apprentissage.
Bien qu’il semble prématuré de faire un usage plus large de l’IA dans les environnements d’apprentissage, les professionnels de l’éducation et le personnel scolaire devraient être sensibilisés à l’IA et aux défis éthiques qu’elle pose dans le contexte scolaire.
