GRETA - Group of Experts on Action against Trafficking in Human Beings
The Group of Experts on Action against Trafficking in Human Beings (GRETA) is responsible for monitoring the implementation of the Council of Europe Convention on Action against Trafficking in Human Beings by the Parties.
Meetings and reports
GRETA meets in plenary sessions three times a year. GRETA carries out visits and draws up and publishes country reports evaluating legislative and other measures taken by Parties to give effect to the provisions of the Convention. In addition, GRETA regularly publishes general reports on its activities.
15 independant experts
Article 36 of the Convention concerns membership of GRETA. It stipulates that GRETA shall have a minimum of 10 and a maximum of 15 members and stresses the need to ensure geographical and gender balance, as well as a multidisciplinary expertise when electing GRETA members. They are selected among nationals of States Parties to the Convention on the basis of their competence in the areas covered by the Convention. GRETA members sit in their individual capacity and must be independent and impartial in the exercise of their functions. The term of office of GRETA members is four years, renewable once.
GRETA Bureau
At its 47th meeting (27-31 March 2023), GRETA elected its current Bureau, for a term of office of two years. Ms Helga Gayer was re-elected as GRETA’s President. Ms Antoaneta Vassileva was re-elected as GRETA’s 1st Vice-President and Sergey Ghazinyan as GRETA’s 2nd Vice-President.
