Special Envoy of the Secretary General of the Council of Europe on the situation of children of Ukraine, Thórdís Kolbrún Reykfjord Gylfadóttir, has addressed the Committee of Ministers of the Council of Europe in Luxembourg today, stressing the need for a concerted international response.
