    The Culture, Science and Education Committee, meeting with Edouard Jagodnik (European Federation of Schools, FEDE), in the chair,

    1. Adopted the agenda.

    2. Adopted the synopsis of the meeting held on 26 January 2010.

    3. Activities since the previous session:

      · Heard Edouard Jagodnik’s report on the preparation of the Forum on the Universality of Human Rights, Oslo, 21 and 22 October 2010;

      · Heard information from Alain Mouchoux (European Trade Union Committee for Education, CSEE) about the conduct and conclusions of the conference which had ended the “Education for democratic citizenship and human rights” programme.

    4. Heard a statement by Gabriella Battaini-Dragoni, Director General of Education, Culture and Heritage, Youth and Sport, about the reforms launched by the Secretary General of the Council of Europe, Thorbjørn Jagland.

      The reforms were to take account of the Council of Europe’s place in the existing European architecture and its political role after the Lisbon Treaty. The latter gave the European Union new exclusive responsibilities and the Council of Europe had to take account of this. However, that development did not apply in the field of culture, education, youth and sport and the Council of Europe’s full role there remained unaffected.

      The Secretary General wished to enhance the Council of Europe’s political role and raise its profile.

      The planned accession by the European Union to the European Convention on Human Rights should substantially improve the latter by establishing a single human rights protection area in Europe.

      In terms of internal governance at the Council of Europe, the Secretary General wished:

    - to reduce the number of programmes;
    - to raise their profile;
    - and to make efforts to co-ordinate them (the INGO Conference had not been mentioned in his statements).

      No final decisions had yet been taken.

      Staff expenditure had to be contained, the key focuses being:

    - mobility;
    - training;
    - the establishment of regional offices.

      The budget of the Directorate General of Education, Culture and Heritage, Youth and Sport would be reduced by 7% in 2011, ie €17 million.

      Three solutions were being considered:

    - joint programmes with the European Union;

      - the expansion of partial agreements (such as Eurimages, which totalled €23 million);

    - the involvement of private foundations (such as UEFA/Al Jaber).

      Ms Battaini was intending:
      - to merge the Steering Committee for Education (CDED) and the Steering Committee for Higher Education and Research (CDESR);
      - to expand partial agreements concerning the Cultural Routes;
      - to transfer the youth budget;
      - to discontinue the art exhibitions funded by the Council of Europe.

      She wished to launch a substantive debate about cultural rights with the NGOs (following the work concerning intercultural dialogue).

5. Sub-Committee on Culture – co-ordinator: Edouard Jagodnik

      The sub-group co-ordinators reported on the progress of their work. They undertook to submit preliminary conclusions at the autumn session.

    6. Sub-Committee on Science – co-ordinator: Nina Belyaeva (Interlegal International Public Foundation)

      In the absence of Nina Belyaeva, Mr Emmerich presented the work of the sub-group dealing with experts. He also promised to submit conclusions in October.

    7. Sub-Committee on Education – co-ordinator: Sabine Rohmann, Robert Schuman Institute for Europe (IRSE)

      7.1. Sub-Group on the Inclusive Dimension of Education – co-ordinator: Gaston de la Haye, Education International

      The sub-group’s work had been completed and the conclusions would be published in the next education newsletter. Ms Rohmann thanked Mr de la Haye and the sub-group most sincerely.

      7.2. Sub-Group on Multi-perspectivity in History Teaching – co-ordinator: Jean-Philippe Durrenberger, European Association for Leisure Time Institutions of Children and Youth (EAICY)

      The new project which Mr Titz, Head of the History Teaching Division, had presented at the January session would be launched in Oslo on 16 and 17 June.

      7.3. Sub-Group on Education for Democratic Citizenship and Human Rights – co-ordinator: Anne Costelloe, European Prison Education Association (EPEA)

      Work commitments had prevented Ms Costelloe from attending the session. An update on the sub-group’s work would be published in the newsletter.

      7.4. European workshop on “Educating future citizens in human rights – a contribution to the 2011 youth and human rights fair”, 14-16 April, in co-operation with the “Regards d’enfants” association, the Human Rights Committee of the INGO Conference, the Council of Europe Pestalozzi programme and the Pädagogisches Landesinstitut Rheinland-Pfalz (ex IFB)

      The workshop had been attended by teachers from Europe and Israel who were preparing joint class projects concerning human rights which would be presented at the fair in 2011. Ms Kahn, Vice-Chair of the Human Rights Committee and chair of the “Regards d’enfants” association, would give details of the planned fair at a future meeting.

      7.5. Sub-Group on the Teaching Profession in the 21st Century” – co-ordinator: Sabine Rohmann

      The Conference of Ministers of Education would be held in Ljubljana on 4 and 5 June 2010; the Chair and the Vice-Chair would attend. The theme of the conference would be the role of teachers. The committee would be given details at the next meeting.

      The sub-group had drawn up a questionnaire to analyse European teachers’ needs regarding the new challenges of education (communication and interaction, autonomy and dealing with the variety of learners). The questionnaire would be sent to all Council of Europe member countries in the coming weeks. It could be downloaded from the Pestalozzi programme website. Committee members who were interested in the questionnaire could send an e-mail to:

      Roseline Moreau; International Federation of Catholic Universities, presented a teacher training project on intercultural, interfaith and interdenominational dialogue, which illustrated the sub-group’s work perfectly.

      The corresponding text would be published in the next newsletter.
