Special guests at CAHDI meetings

The following personalities have attended meetings of the CAHDI in order to discuss topical issues of public international law.

Mr ROMERO REQUENA, Director General of the Legal Department at the European Commission participated in the 43rd meeting and held an exchange of views with the members of the CAHDI. The exchange of views concerned “The legal order of the European Union and international public law”.

Ambassador Maurizio MORENO, President of the International Institute of Humanitarian Law, San Remo, participated in the 42nd CAHDI meeting and held an exchange of views with the members of the CAHDI on the work of the International Institute of Humanitarian Law and specifically on the challenges confronting international humanitarian law at present.

Ms Kimberly Prost, Ombudsperson at the UN Security Council Committee created by Resolution 1267 (1999) concerning Al-Qaida and the Taliban, participated in the 41st meeting of the CAHDI. She held an exchange of views with the members of the CAHDI.

Mr Jean-Claude Bonichot, judge of the Court of Justice of the European Union, participated in the 41st meeting of the CAHDI and held an exchange of views with the members of the Committee.

Mr Erik Fribergh, Registrar of the European Court of Human Rights (ECtHR), participated in the 40th meeting of the CAHDI and held an exchange of views with the members of the Committee.

Mr Sean Hagan, Director of the Legal Department of the International Monetary Fund (IMF) participated in the 39th meeting of the CAHDI. He presented the functions and the activities of the Legal Department of the IMF and held an exchange of views with the members of the Committee.

Mr Jean Paul Costa, President of the European Court of Human Rights, participated in the 39th meeting of the CAHDI. He held an exchange of views with the members of the Committee with regard to the outcome of the High Level Conference on the Future of the European Court of Human Rights (Interlaken, February 2010) and the accession of the European Union to the European Convention of Human Rights.
In his capacity as the Vice-President of the European Court of Human Rights, Mr Costa participated in the 26th meeting of the CAHDI and held an exchange of views with the members of the Committee regarding recent developments concerning the ECHR.

Professor Georg Nolte, member of the International Law Commission (ILC) participated in the 38th meeting of the CAHDI. He reported on the work of the 61st session of the ILC and that of the Sixth Committee.

Professor Jan Erik Helgesen, President of the European Commission for Democracy through Law (Venice Commission) participated in the 38th meeting of the CAHDI. After presenting the activities and the philosophy of the Venice Commission, he had an exchange of views with the members of the Committee.

Ms Patricia O’Brien, United Nations Under-Secretary General for Legal Affairs and Legal Counsel, participated in the 36th meeting of the CAHDI. She had an exchange of views with the members of the Committee on the topics of responsibility to protect; correlation between peace and justice; and proliferation of international courts and tribunals.

Mr Nicolas Michel, United Nations Under-Secretary General for Legal Affairs and Legal Counsel, participated in the 35th meeting of the CAHDI. He had an exchange of views with the members of the Committee on the topics of the promotion of the rule of law by the UN; the challenge of bringing an end to impunity; and finally the challenges facing the UN and the international community in making operational “the responsibility to protect”.

On the occasion of its 34th meeting, the CAHDI had an exchange of views with Mr Philippe Couvreur, Registrar of the International Court of Justice (ICJ), on budgetary and other matters relating to the ICJ.

Professor Martti Koskenniemi, member of the International Law Commission (ILC) attended the 30th meeting of the CAHDI and reported about the 2005 session of the ILC.

Professor Koskenniemi later returned to the 34th meeting of the CAHDI in order to exchange views with the members of the CAHDI on overlapping jurisdiction of international tribunals.

Professor Alain Pellet, member of the International Law Commission (ILC) and Special rapporteur on reservations to multilateral treaties, participated in the 20th meeting of the CAHDI in order to exchange views with the members of the CAHDI on developments regarding this ongoing activity of the ILC.

Professor Pellet later returned to the 34th meeting of the CAHDI in order to exchange views with the members of the CAHDI regarding the ILC’s 59th session.

Mr Tjaco van den Hout, Secretary-General of the Permanent Court of Arbitration, attended the 33rd meeting of the CAHDI and had an exchange of views with the members of the Committee on developments concerning the Permanent Court of Arbitration.

Mr Luis Moreno Ocampo, Chief Prosecutor of the International Criminal Court attended the 27th meeting of the CAHDI and had an exchange of views with the members of the Committee on developments concerning the ICC.

Mr Luis Moreno Ocampo later returned at the 32nd meeting of the CAHDI in order to have an exchange of views with the members of the CAHDI regarding developments concerning the ICC.

Mr Philippe Kirsch, President of the ICC participated in the 26th meeting of the CAHDI on behalf of the President of the ICC in order to exchange views with the members of the CAHDI regarding recent developments concerning the ICC.

Mr Philippe Kirsch later returned at the 32nd meeting of the CAHDI in order to have an exchange of views with the members of the CAHDI regarding developments concerning the ICC.

Mr Constantin Economides, member of the International Law Commission (ILC), attended the 32nd meeting of the CAHDI and reported about the 2006 session of the ILC.

Mr Martin Scheinin, UN Special rapporteur of terrorism and Human Rights attended the 31st meeting of the CAHDI and had an exchange of views with the members of the Committee regarding the relationship between International Law and International Human Rights and International Humanitarian Law.

Professor Iain Cameron, attended the 31st meeting of the CAHDI and presented his report on The European Convention on Human Rights, Due Process and United Nations Security Council Counter-Terrorism Sanctions (study) and discussed it with the members of the Committee.

Mr Allan Rosas, President of Chamber, member of the Court of Justice of the European Communities attended the 30th meeting of the CAHDI and had an exchange of views with the members of the Committee on European Law and International Law including Human Rights Law.

Professor Gerhard Hafner, Chairman of the UN Ad Hoc Committee on Immunities of States and their property participated in the 24th meeting of the CAHDI in order to exchange views with the members of the CAHDI regarding this activity of the UN and the Pilot Project of the Council of Europe on the same subject.

Professor Hafner later returned at the 30th meeting of the CAHDI in order to have an exchange of views with the members of the Committee concerning State practice regarding Immunities of States.

Mr Robert Badinter, President of the International Court of Conciliation and Arbitration (ICCA) attended the 19th meeting of the CAHDI in order to discuss about developments regarding the ICCA.

Mr Badinter was accompanied by Mr Genscher, Vice-President of the ICCA and by Mr Cafflish and Mr Ferrari-Bravo members of the ICCA Bureau.

Mr Badinter and other members of the ICCA Bureau returned to the CAHDI at the 29th meeting of the Committee to take stock of the situation.

Mr Jakob Kellenberger, President of the International Committee of the Red Cross (ICRC) attended the 28th meeting of the CAHDI and had an exchange of views with the members of the Committee on developments concerning International Human Law.

Mr Alvaro Gil-Robles, Commissioner for Human Rights of the Council of Europe participated in the 25th meeting of the CAHDI in order to exchange views with the members of the CAHDI regarding the activities of the Commissioner.

Mr Vaclav Mikulka, Director of Codification at the UN, participated in the 25th meeting of the CAHDI in order to exchange views with the members of the CAHDI regarding the codification activities of the UN and the activities of the International Law Commission (ILC).

Mr Erkki Kourula, judge at the International Criminal Court (ICC) participated in the 25th meeting of the CAHDI on behalf of the President of the ICC in order to exchange views with the members of the CAHDI regarding recent developments concerning the ICC.

Professor Bruno Simma, member of the UN International Law Commission (ILC) participated in the 24th meeting of the CAHDI in order to exchange views with the members of the CAHDI regarding the ongoing activities of the ILC.

Professor Geneviève Burdeau, Secretary General of The Hague Academy of International Law participated in the 23rd meeting of the CAHDI in order to exchange views with the members of the CAHDI regarding the activities of the Academy.

Professor James Crawford, member of the ILC and Special rapporteur on State responsibility, participated in the 22nd meeting of the CAHDI in order to exchange views with the members of the CAHDI on developments regarding this activity of the United Nations.

Mr Hans-Christian Krüger, Deputy Secretary General of the Council of Europe attended the 21st meeting of the CAHDI in his capacity of representative of the Council of Europe in the work of the Convention responsible for the preparation of a European Union Charter of Fundamental Rights.

Mr Krüger was accompanied by Mr Fischbach, member of the European Court of Human Rights and also representative of the Council of Europe in the work of the Convention.

Mr Gilbert Guillaume, President of the International Court of Justice participated in the 21st meeting of the CAHDI in order to report about recent developments regarding that Court.

Mr Hans-Dietrich Genscher, Vice-President of the International Court of Conciliation and Arbitration (ICCA) attended the 19th meeting of the CAHDI in order to discuss about developments regarding the ICCA.

Professor Theodore Meron participated at the 19th meeting of the CAHDI and presented a report that he had prepared at the CAHDI’s request on the Implications of the European Convention of Human Rights in the Development of Public International Law. This report represented the contribution of the CAHDI to the celebrations of the 50th anniversary of the European Convention of Human Rights and was subsequently published.

Mr Walter Schwimmer, Secretary General of the Council of Europe, attended the 18th meeting of the CAHDI. He was presented with the book State practice regarding State Succession and Issues of Recognition prepared under the aegis of the CAHDI on the basis of the Pilot Project of the Council of Europe. This publication represented a contribution of the Council of Europe to the UN Decade of International Law.

Mr Luzius Wildhaber, President of the European Court of Human Rights (ECHR), participated at the 18th meeting of the CAHDI in order to discuss about recent developments regarding the ECHR.

His statement was followed by an exchange of views with the members of the CAHDI and a visit to the new premises of the ECHR.

Mr Hans Blix, (Former) Director General of International Atomic Energy Agency and Special rapporteur for the Centennial of the First International Peace Conference, participated in the 17th meeting of the CAHDI and discussed his report on the Development of International Law relating to disarmament and arms control since the First Hague Peace Conference In 1899 with the members of the Committee.

This exchange of views took part in the context of the contribution of the Council of Europe to the implementation of of the Programme of Action for the Centennial of the First International Peace Conference in pursuance of the United Nations General Assembly Resolution 52/154 of 15 December 1997.

Professor Christopher Greenwood, Special rapporteur for the Centennial of the First International Peace Conference, participated in the 17th meeting of the CAHDI and discussed his report on International Humanitarian Law and the Laws of War with the members of the Committee.

This exchange of views took part in the context of the contribution of the Council of Europe to the implementation of of the Programme of Action for the Centennial of the First International Peace Conference in pursuance of the United Nations General Assembly Resolution 52/154 of 15 December 1997.

Mr Christopher Pinto, Secretary-General of the Iran-US Claim Tribunal and Special rapporteur for the Centennial of the First International Peace Conference, participated in the 17th meeting of the CAHDI and discussed his report on Peaceful Settlement of Disputes: Prospects for the Twenty-First Century with the members of the Committee.

This exchange of views took part in the context of the contribution of the Council of Europe to the implementation of of the Programme of Action for the Centennial of the First International Peace Conference in pursuance of the United Nations General Assembly Resolution 52/154 of 15 December 1997.
