Strasbourg, 17 January 2014 – The Slovenian authorities have taken important steps in the area of action against trafficking in human beings, such as the adoption of legislation and national action plans and the setting up of co-ordination structures. However, improvements remain to be made in a number of areas, according to a report published today by the Council of Europe’s expert group on human trafficking, GRETA.

GRETA underlines that increased attention should be paid to trafficking for the purpose of labour exploitation, trafficking in children and trafficking within Slovenia. Further, GRETA stresses that the identification of victims of trafficking should be improved through the introduction of a national referral mechanism and ensuring that law enforcement officials, social workers, labour inspectors and other relevant actors adopt a proactive approach to identification.

The report welcomes the provision of public funding to non-governmental organisations running assistance programmes for victims of trafficking. However, GRETA urges the authorities to ensure that access to assistance is not made conditional on victims’ co-operation in the investigation and criminal proceedings.

As no victims of trafficking have obtained compensation in Slovenia, GRETA urges the authorities to adopt measures to facilitate and guarantee access to compensation and in particular to include all victims of trafficking in the scope of the state compensation scheme.

The report also calls for further training and specialisation of law enforcement and judicial authorities with a view to securing convictions of traffickers.
