CyberSouth+: Synergies between the Budapest and Hanoi Conventions on cybercrime explored during a workshop in Tunisia

The CyberSouth+ project organised a national workshop in Tunis on international standards for cybercrime legislation, with a particular focus on exploring synergies between the Council of Europe Convention on Cybercrime (Budapest Convention) and the United Nations Convention against Cybercrime (Hanoi Convention).

The workshop was organised in cooperation with the Council of Europe Office in Tunis and the Ministry of Foreign Affairs, Migration and Tunisians Abroad. It brought together representatives from the Ministry of Justice, the Ministry of Interior, the Assembly of the Representatives of the People, and other relevant national institutions.

Through interactive discussions and expert presentations, participants enhanced their understanding of both conventions, including their respective scope, key provisions, and implementation requirements. The programme included a comparative overview of the two instruments, as well as practical considerations related to international cooperation, data exchange, and communication channels.

The strong interest expressed by participants highlighted the relevance of the topic, and similar workshops are envisaged in other priority countries of the CyberSouth+ project.

Tunisia became a Party to the Budapest Convention in 2024 and has benefited from capacity-building support in the area of cybercrime since 2017 through the CyberSouth project, including throughout the accession process. Continued assistance on cybercrime and electronic evidence is planned for 2026, with a view to further strengthening national capacities to combat cybercrime.
