In December 2025, the CPT published the report on its April 2025 ad hoc visit to Cyprus, together with the response of the Cypriot authorities. The visit focused inter alia on the treatment and conditions of detention at the First Reception Centre of Pournara, where the CPT noted significant improvements since its 2023 visit. However, asylum seekers could be held for months in the closed centre, with unaccompanied and separated children especially affected by overcrowded and inappropriate conditions. The Committee reiterated that detention should be used only as a measure of last resort. It also highlighted various issues, such as limited access to mental healthcare, a lack of activities, poor vulnerability assessments, and inadequate safeguards for vulnerable persons. The CPT recommended that all detained asylum seekers receive an individualised detention order and that legal safeguards and avenues for appeal be strengthened and called for immediate steps to end the immigration detention of children.
In January 2026, the CPT published the report on its 2024 periodic visit to Bosnia and Herzegovina. The Committee found extremely poor conditions for foreign nationals detained in a prefabricated container located in the Restricted Zone of Sarajevo Airport, where a mother with young children had been detained for several days in a locked container without activities or access to outdoor exercise. The CPT called on the authorities to replace the container with a suitable holding facility, regulate by law the detention of foreign nationals refused entry into Bosnia and Herzegovina, and end the immigration detention of children.
At Lukavica Immigration Detention Centre, where living conditions were poor and carceral, the Committee received credible allegations of severe physical ill-treatment by security staff of a foreign national with a serious mental disorder, whom the delegation found in a critical condition in disciplinary solitary confinement and in need of urgent psychiatric care. The CPT issued a series of recommendations to improve the treatment and safeguards for persons held at the centre.
In December 2025, the CPT Secretariat participated in the 22nd meeting of the inter-Secretariat Coordination Group on Migration (CGM) focusing on the action of the Council of Europe’s monitoring bodies and entities in the field of migration in order to reflect on advances and challenges and enhance coordination.
In January 2026, the CPT Secretariat also participated in an online thematic session of the Council of Europe Network of Focal Points on Migration, focusing on the development of Independent Monitoring Mechanisms at borders.
