National Action Plan 2021-2027 on LGBTI people in Albania to advance protection and equal rights

The new National Action Plan 2021-2027 on LGBTI people in Albania, prepared by the Ministry on Health and Social Protection with the support of the joint EU and Council of Europe Action on “Promotion of Diversity and Equality in Albania” was adopted on 18 November 2021 by the Council of Ministers. The Action Plan, prepared in consultation with the relevant line ministries, equality bodies and Civil Society Organisations, places a specific focus on the COVID-19 pandemic challenges, the effective delivery of services and promotion of the rights of LGBTI community across the country.

The adoption of the National Action Plan for the LGBTI community (2021-2027) affirms the Albanian Government’s commitment to further advance its agenda to ensure equality and protection for vulnerable communities, in compliance with the European standards and values. It builds on the comprehensive analysis of the work carried out under the preceding Action Plan, while maintaining a targeted approach based on the specific needs of the Albanian LGBTI community.

The European Union and the Council of Europe will continue their joint support to the relevant Albanian authorities in meeting the objectives of this Action Plan, in close partnership with civil society organisations and target communities.

The aim of the regional HF II programme on anti-discrimination is to bring forward the work done under actions of the HFI programs and other bilateral programs, to support the countries negotiating their access to the EU improving their record of fighting discrimination, protecting minorities, ensuring rights of LGBTI, combating hate speech, in line with COE standards - notably those from the European Commission against Racism and Intolerance, and those from the Framework Convention on National Minorities.
