Statement by Rafael Benitez, Director of Social Rights, Health and Environment

Mr President,

The Pompidou Group of the Council of Europe reaffirms its commitment to a human rights-based, evidence-driven and holistic approach to drug policies, as set out in our 19th Ministerial Declaration. Particular importance is attached to our partnership with UNODC – a key international actor in advancing justice, security and public health.

Our Work Programme for 2026-2029 identifies six interconnected priority areas, reflecting the evolving nature of contemporary drug challenges and the need for strengthened international cooperation:

  1. Combating organised crime and drug trafficking, through enhanced international coordination, innovative investigative approaches, and strengthened legal and policy frameworks grounded in human rights.
  2. Countering emerging drug and addiction threats in online and digital environments, including online drug markets, cyber-enabled crime and digital addictions. We support preventive, legislative and regulatory actions to disrupt illegal activities and protect children and young people.
  3. Advancing harm reduction, health protection and social support policies, in full respect of human rights and dignity. We call on the CND to ensure that policies remain firmly rooted in health- and human rights-based approaches.
  4. Mainstreaming prevention and early intervention, with a focus on youth, through investment in science-based programmes.
  5. Promoting the meaningful participation of civil society, people with lived experience and relevant stakeholders in the design and implementation of drug policies.
  6. Fostering robust research, improved data collection and policy innovation, to strengthen evidence-based policymaking and international cooperation.

 

Mr President, distinguished members of the Commission,

We remain committed to a balanced approach that safeguards public security, protects public health and promotes human rights.

We call on all CND and Council of Europe member States to embrace these priorities, strengthen partnerships and work collectively towards effective, humane and future-oriented drug policies.

We will continue to work closely with UNODC and other partners in advancing global responses to drug challenges and addictions.
